Changes of the proposed changes of the Clean Air Act since September 2003: ``down'' instead of ``bottom half-space'', giving 0 cd/klm just as an alternative to a strict ``down'', putting 1 cd/m2 just as an option for those who are not content with 10 lx, not repeating these limits in art. 5 and 6, offering just three luminous intensities (200 cd, 300 cd over 5 m2 and 500 cd over 30 m2) for advertisments etc. All these changes are made primarily to get a text which is easier to read for non-technical readers, to prevent frightening them. ------------------------- Changes of the proposed changes of the Clean Air Act since May 2003; some of them have been inspired by the government proposal of the change of the Act: The government proposal is agreed with, as regards the exclusion of separate lighting articles or references to their numbers in §§ 3, 40, 50 and 55 of the Act. The proposed separate new Chapter of the Act should be numbered IVa instead of demanding renumbering of the further Chapters, the same concerns its §§. The second § of that Chapter has been, in a more explicit formulation, changed into the article of the next § (now, 35b). The numbers of its further articles have been incremented by one. For the illumination of edifices, the formulation has been changed slightly to say that it is an obligation not to use larger luminances than for the surrounding illuminated surfaces, rather then a mere recommendation. Before the last article of that § 35b, an obligation for manufacturers and importers has been added, similarly as in the law of Lombardy, just with a more straightforward wording (``shining just to the bottom half-space''). In the commentary on skybeamers, the hint on fireworks has been changed to mention nesting period and natural sites. In the first two articles of the last § of the new Chapter, § 35c, the formulations have been changed to more explicit ones. As a replacement of current vague articles of the Act speaking about municipalities and lighting, a new article has been added to the end of the new Chapter, giving rights to the communes.
